THE WAZIR’S BRIEF · MONDAY, 28 SEPTEMBER 2026 · WB · SEP 2026 · A

What moved,and what is due.

A founder does not need more news. They need the figures that touch their business, the dates that cannot be missed, and someone to say plainly which of the fortnight’s headlines actually changes a decision. That is this page.

SINCE THE LAST EDITION

Seven things changed.

    01 · THE BOARD

The numbers that touch a balance sheet in the GCC or India.

Choose a figure to open it: what moved it, and what it means for a budget, a facility or a contract here. Every figure carries the hour it was read and the source it came from. Where the source could not be read, the page prints a dash and says why.

CRUDE · THE PATH THIS YEAR, AND THE FORECAST THAT HAS NOT MET IT

The barrel is above every forecast it is budgeted on.

BRENT, SETTLEDEIA SEPTEMBER OUTLOOKIMF GROWTH ASSUMPTION, 2026
Brent crude: the path this year and the EIA's forecastBrent rose from 58.66 in December 2025 to 120.88 in April, averaged 91 in August and settled at 104.61 on 11 September. The EIA's September outlook falls to 90 for the second half of 2026, 77 by the second quarter of 2027 and 74 for 2027 as a whole. The IMF's growth forecasts assume 89.27. $60$80$100$120IMF ASSUMPTION $89.27 58.66DEC 25949 MAR120.8830 APR91AUG AVG104.6111 SEP902H26 F77Q2 27 F74FY27 F

    WHAT THE CHART SAYS

Brent settled at 104.61 on 11 September, above the EIA’s own path for the second half of the year and fifteen dollars above the oil price the IMF used for every Gulf growth forecast on this page. The forecast has not yet met the news.

    WHAT COMES NEXT

4 Oct · OPEC+ reviews production. October output was held at September levels on 6 September; nothing said since. 6 Oct · The EIA publishes its October outlook.

WHAT IT MEANS FOR A DECISION HERE

A 2027 budget carrying one flat crude number is carrying the EIA’s $74. Carry a range and a trigger instead, and know which of your contracts pass the barrel through.

    WHERE POLICY SITS

One decision in Washington, two Gulf rates by morning.

US FEDERAL RESERVE · 16 SEP
    3.75–4.00%
    ▲ 25 bp, voted 12–0
CENTRAL BANK OF THE UAE · SAME NIGHT
    3.90%
base rate ▲ 25 bp, from 17 Sep
SAUDI CENTRAL BANK · SAME NIGHT
    4.50%
    repo ▲ 25 bp · reverse repo 4.00%

The dirham and the riyal follow the dollar by construction, so a US rise is a Gulf rise. The pegged exchange rate itself, USD/AED 3.6725, has not moved since 1997, which is why it has left the board.

    AND WHAT THE FUND ASSUMED

Every Gulf figure to the left rests on an oil price of $89.27 for 2026 and $78.70 for 2027, taken from futures on 10 June. The Fund’s own sensitivity: for oil importers in the region, every 10% rise in crude trims about half a point from growth and adds a full point to inflation. Read India’s bar and the crude chart together.

    02 · THE CLOCK

What is due, who owes it, and whether it is you.

Ten weeks ahead, so nothing falls between editions. The strip shows every date at a glance, by country. Each row below says who it applies to and the rule that sets the date, so you can work out next month’s date without this page. The countdowns compute themselves from the day you read it.

    03 · THE FORTNIGHT

What actually happened, and why you should care.

A filter, not a digest. Each item gets one sentence on what happened and one on what it changes for a business operating between the Gulf and India. If the second sentence is hard to write, the item does not belong here.

    04 · THE AI BULLETIN

Written for a finance function, not a technology one.

This practice runs on these tools and publishes a register of what each is never given, so it has an interest in this field and declares it. Platforms are named as their user, not their partner.

    05 · THE READ

Three lines, written by a person.

The only part of this page a machine does not touch. Not what happened: what it changes for a company operating here.

    EDITIONS

    Every edition, kept.

The Brief is published every other Monday. Each edition stays here as it was published, with its PDF. A correction is made in the next edition, never by editing an old one.

The next edition is due on Monday 12 October 2026.

    HOW THIS EDITION WAS MADE

    1. Several engines researchOne identical instruction runs on several AI engines, side by side.
    2. The desk opens every figureEach number is read again at its own source: the bank, the exchange, the authority.
    3. A dash, not a guessWhere a source cannot be read, the page prints a dash and says why.
    4. A person signsThe founder reads the edition and puts his name to it.

This is a brief, not advice: your own filing period, thresholds and reliefs decide what actually binds you. Free-zone licence, establishment-card, lease and audit dates are deliberately absent; they run from each entity’s own licence and financial year, and publishing one date for an unidentified company would be worse than publishing none.
